Unfortunately, as in the case of Estienne, much earlier, the government and military rejected his proposals. Not before the spring of 1940 were three heavy armored divisions, divisions cuirassée de réserve, (DCRs or heavy armored divisions of the reserve) ready, with three DLMs. The role of these units turned out to be not so much offensive as defensive, which diminished their real value.  The Germans learned in Spain and Poland what other countries found out later, that small armored vehicles such as this one were of limited value on the battlefield.

With this combat experience and, more importantly, the development of new strategies, tactics and air and land weapons, Germany was ready for bigger game. The Panzer Division The greatest weapon in the Nazi arsenel was their progress in the use of tanks. Heinz Guderian developed an inovative theory for armored warfare and, though with much difficulty, convinced his superiors for the need of armored divisions.  Because of the terms of Versailles it was developed under the fiction of producing tractors.

When the Germans fell far behind on reparation payments in 1923, French and Belgian troops marched into the industrial center of the Ruhr causing German production to come to a halt. The Weimar Republic's economy took a rapid downward spiral. Soon the French High Command perceived problems on the horizon, suspecting German remilitarization even before the 1920s had come to a close. Worse still, the French Army faced two new threats to its offensive designs. First was the planned early withdrawal from the Rhineland in 1930.
